Time to Stand Up Against the Council and Utility on Smart Meter Installation

As stated in the Lubbock Avalanche Journal as of 10-26-16, LP&L has made the decision to institute the deployment of smart meters.

Clearly the council has no clue the risks that these bring to your home and your family.  Some of the concerns include house fires, hacking, right to privacy, health risks, expensive opt-out or extortion fees.  These meters allow time of day pricing, which allows them to charge more during peak hours, thus controlling your lifestyle to some extent.  Smart meters measure energy.  Only you can save energy.  Damage to appliances have occurred.  The cost of the smart meter program is estimated to be 20 million according to one LP&L member, but 30 million is another quote.

The modus operandi across the country of the deployment of these meters is usually to create chaos by having faulty billing and getting the people stirred up and upset about the incorrect charges.  Then smart meters become the solution.  Could it be that the staff at the EUB has encouraged a similar pattern, which of course could never be proven, but why is it that we have not had billing issues in the decades that we have had analogue meters up until now.

There has been NO cost benefit analysis provided to the public.  There has been NO transparency to taxpayers.  The life expectancy of these meters is quoted as 15 years, but already nationwide the average life span is closer to seven, effectively doubling the cost, which doesn’t include cyber security analysts, extravagant software upgrades, nor does it cover property loss due to damages and Lloyds of London, a major insurer, will no longer touch the meters because of  issues mentioned above and the fact that the emissions are equal to a class 2b carcinogen according to WHO.

The meters form a sort of network in your house that you didn’t set up or ask for which will communicate to an average of 15 different devices in your house effectively creating an electrosmog that you didn’t invite into your home.  Technology is great, but it should not come at the price of your health, and if someone wants to monitor electricity or manage their electricity more effectively, a family can go to a home improvement store and purchase something that is much more user friendly.

In addition to all of this, Lubbock has been deploying smart meters in new construction without a resolution by the council approving such actions.  By their passing one now, they would admit they had been deploying these illegally.  The council is in a big mess right now.

If you value your health, privacy, and control of your own house and destiny, you will oppose these meters.

Please glance at this document that was presented to the State Affairs Committee that was prepared and presented by Sheila Hemphill.  This document beautifully illustrates the dozens of problems that come with these meters.  Wake up, stand up, and speak out.  Let your voices be heard.  If the council moves forward, there will be a charter petition drive, and possibly some recall elections.  Please contact us if you are willing to collect signatures and become active in this area.

DOCUMENT PRESENTED TO THE STATE AFFAIRS COMMITTEE This document is being sent to every council member via return receipt and who are effectively responsible for every word in this document.  If these meters cannot be insured and are actually deployed, maybe we should be looking at how much these officials are bonded for and hold them accountable for any damage above that amount.

Lloyd’s of London Refuses to Cover Radiation Exposure Illnesses ie. Smart Meters

According to Dr. Magda Havas, Trent University PhD, estimates that 1 out of 33 people or are disabled from electromagnetic hypersensitivity. Due to risks such as these, on Feb. 7, 2015, Lloyds of London’s new renewal clause  excludes coverage for illnesses caused by continuous long-term non-ionising radiation exposure.”

Information Goes Unanswered from Council, Mayor, and LP&L

January 19th of this year, Lubbock Against Smart Meters along with members of Texans Against Smart Meters presented information to the Mayor, city council, and LP&L and the only response we have received is from Clayton Isom.  Below is the letter that was INDIVIDUALIZED to each one of the board members, council and mayor.  Each member got a physical copy of the provided links along with a DVD of “Take Back Your Power.”

Last year we also sent a letter to council, suggesting that we have open forums so that they could answer several basic questions regarding smart meters and this is yet to happen.

Dear Mayor, Council and LP&L Board Members,

Many people in Lubbock have valid concerns regarding smart meters. We are writing to present an alternative to vendor information as well as PUC information with which you are undoubtedly being inundated. There are many aspects of the meters that people have valid concerns with, primarily privacy, security, cost, health, cyber security, grid security, and fire hazards. We will be sharing with you and the public in full transparency on our website what we are presenting the board members, CEO, mayor and city council. We would like for you to have as much knowledge as possible prior to making any decisions in regards to this technology.

This marks the beginning of the dialogue that you have been asked to have by council. We have included a video and a few pertinent articles and will be sending additional articles and information on a monthly basis so that you can be well-informed on our shared concerns about this technology.

We want to be clear that we are posting online what we are sending you so that the public is aware of what you know. Plausible deniability will not be a factor in any risk or detriment that might come from the installation of this technology.

We would welcome a response regarding the information that you are given and we will be more than happy to notify the public via our website that you have reviewed the material that we are presenting.

The 2005 and 2007 Energy Bills were written to promote the smart grid and smart grid technologies, but they did not include any federal mandate for a wireless smart meter adoption and did not include any requirement that smart meters, wireless or wired, should be forced on all consumers.[i]

No one can be forced to comply with an unrevealed contract between private corporations to which you were never a party and had no knowledge about.

The Emergency Economic Stabilization Act of 2008 shifted tax liabilities from corporations who were already making record profits, onto the public.

Under PURPA[ii] (Public Utilities Regulatory Policies Act) utility companies which were qualified under federal standards were able to recover from ratepayers any capital, operating expenditures or other costs of the smart grid investment, including a reasonable rate-of-return.  Utilities were also allowed to recover remaining book value of obsolete equipment such as analogue meters.  This bill is actually a huge tax bill forcing the public to pick up the costs of 100 percent of the smart meters and smart grid with a profit margin written into it.  This is being sold as carbon reduction, energy efficiency, energy conservation, while all the time customers are being subjected to data mining, unwarranted surveillance, and health hazards.  These taxes are applied to energy bills in different ways but will never reduce consumption or make more energy sources efficient or secure.  It has been stated by various experts that the smart grid is 100 percent vulnerable to hacking.

Presently there is a 4 billion dollar tax/bailout being proposed by the Public Utilities Commission of Texas for huge energy companies who have not recouped their guaranteed profits.

If the DOE (Department of Energy) has no lawful authority in regards to implementation of PURPA, why is it involving itself in funding reports such as the Alan Rivaldo report for the Texas Public Utilities Commission?[iii]

Under PURPA, states must consider standards to the Public Utility Regulatory Policies Act of 1978, but this does not mean that the states must comply as there is no law to force compliance of the states.[iv]


In 2005, the legislature passed HB 2129, encouraging the adoption of digital meter technology throughout Texas.[v]

Two years later, HB 3693 was passed stating that net metering and advanced meter data networks be deployed as rapidly as possible to better manage energy use and control cost.[vi]

Nowhere in this bill are electric utilities required to mandate smart meters.  In fact, Chairman Donna Nelson appeared before the Science, Space, and Technology Committee in the United States House of Representatives in September of 2011 and stated, “the state legislature encouraged deployment but did not mandate it.”[vii]


At a time when America teetered on the brink of financial collapse as a result of a corrupted Fannie Mae and Freddie Mac, Wall Street and corporate bankers, our leaders chose to use this time of crisis to finance a gigantic assault on the public which would further a police state while catering to and enriching corporations, political donors, Public Private Partnerships, and themselves.

Congress freely packed the Commerce Department and Department of Energy with billions of bailout dollars under the guise of the Economic Stabilization Act and the Stimulus 2009 package to obtain access to individual states in the form of grants.

This allowed the DOE and other unlawfully created federal agencies to divvy out these grants to PPPs, corporations, government agencies, “stakeholders” and other political donors because the “council of governors” jumped on board with the thought of free cash to their cronies.  This put every taxpayer on the hook by forcing them to subsidize the capital investment and expansion of privately owned utilities, in addition to guaranteeing profits to these companies that were funded by the bailout and stimulus bills in the first place.

The Smart Grid is nothing more than a huge tax on the American public, charging consumers time of day prices in 15 minute increments.  This grid cannot and does not bring more efficient use of energy, and it never was meant to.  The intent of the grid is to move the energy market toward a capacity market which guarantees profits for years to come for the fat cats on Wall Street and their political cronies, and it is meant to gouge you, the American taxpayer.

This isn’t about conservation of energy or any of the other environmental platitudes that are put out as propaganda to foist these deadly meters on an unsuspecting public.  It is simply a ploy to unlawfully spy on private citizens while extorting the public for corporate profits and political hacks.

A Message to the EUB and City Council of Lubbock

To Texas’ shame, a smart meter report entitled, Health and RF EMF From Advanced Meters, has been put out by Alan Rivaldo, an unqualified former Xerox employee turned Cybersecurity Analyst, who has absolutely no medical expertise on the damaging bioeffects of EMFs to human tissue.  Incredibly, the Texas PUC sponsored report, funded by the Department of Energy (cited on page ii of the “Health and RF EMF From Advanced Meters Reportin the sum of $3,802,124.00, has been used across the nation as an authentic verification of smart meter safety, and, sadly it has been allowed to stand as the hallmark of public utilities and other collaborators of smart meter deployment.  Clearly the report is biased in favor of the federal government who is pushing smart meters and smart grid across the country.  This does not release the EUB or the city council of Lubbock from your responsibilities AND liability in protecting the health of the citizens of Lubbock.  It is imperative that the EUB and the council conduct its own investigation on the health effects of smart meters/smart grid if this technology is seriously being considered.  How can a report put out by Alan Rivaldo be taken seriously given that he has no medical expertise and has obviously done no research in this direction; yet, electric utilities across the country are collaborating with one another.  The public utility commissions, the DOE, the wireless industry and others who stand to gain financially from the deployment of smart meters are pushing this report as the final word with cherry-picked studies and analyses that deny the real bio-effects of wireless RF and EMF.  These entities share with one another and distribute this propaganda to the public as part of a coordinated strategy to convince the public that smart meters are safe. It is vital that the fallacies in these shared and widely distributed documents be debunked.

Texas is contributing to reckless endangerment of American citizens and negligence by the industry because the Texas PUC report is inaccurate, outdated and exhibits bias regarding the adverse effects of radio frequency exposure.  If unresolved health and safety issues are addressed with inaccurate information, our nation will be investing in dangerous technologies in the short run, and creating exorbitant and unnecessary costs in the long run when the whole system has to be replaced.  Do you, the EUB and city council really want to place yourselves personally and collectively liable and responsible for the negligence in refusing to do your own investigation on the dangers of these frequencies and foisting them on the public without knowledge of unintended consequences.  The evidence that we are, and will be presenting will not allow you to claim plausible deniability in this matter.

American Academy of Environmental Medicine experts confirm that the onset of EHS (electro hypersensitivity) has coincided with exposure to pulsed RF (radiofrequency) which is emitted by the smart meters, and they have recommended a moratorium on automatic metering installation.  India has lowered its RF exposure limits, measures and monitors its telecommunications infrastructure, and has recognized biological impacts far lower than the thermal threshold.

How can our Texas leaders fail to reconcile the disparity between the Texas PUC document and the growing number of residents who recognize the onset of ill health due to RF exposure?  How can they ignore the expert diagnoses and demands for standard reviews by health experts, and the emerging international view of the science?

Many nations are advancing their science and technology using radio frequency exposure limits that are far more conservative than those supported by the Texas PUC report.  We feel that the federal, state, and local governments are ignoring this international science and technology study and instead are basing their decision-making on information that is not science or evidence-based, and which has been heavily supported by a HUGE telecommunications and utility lobby that has been around for several decades.

The Texas Legislature owes the people of Texas an explanation as to why an individual working in the area of cybersecurity rather than the field of health created a comprehensive health document regarding smart meters.  We are concerned that the state’s resources and employees may have been directed to work on behalf of the industry that it is supposed to be regulating.  This sounds like the fox guarding the hen house!

It is disconcerting that a report which is being distributed throughout the nation was written in such a personal manner that it belittles persons who stand in opposition to Mr. Rivaldo’s findings.  He cites that the opposition lacks scientific support, and yet, he is unqualified to voice an opinion on anything medical when his expertise lies in technology and security.  Maybe the question should be asked, “Who really wrote the Texas PUC report?”  It is obvious Mr. Rivaldo is not qualified in any manner to address medical issues connected with RF which have come to the forefront all over the world.  Perhaps Mr. Rivaldo would like to disclose the qualifications of his “staff” who is referenced numerous times within the report.

Does the state of Texas really want to stand responsible for putting its stamp of approval on a device which may ultimately become the Big Tobacco issue of this generation?  We are already seeing devastating results from exposure to pulsed RF from smart meters.

The Texas report puts great emphasis on sources promoting the smart grid and smart meters, but not on sources concerning public health.  Very little space is given to the scientific background for concerns about wireless devices such as smart meters or cell towers.  Much of the information in the Texas report is based on smart meters radiating less than FCC limits; however, FCC limits were set in 1996 and are based on an outdated thermal model.  In fact, there was strong evidence then that RF was carcinogenic and harmful to humans and other biological beings when the standard was set.

Why would a leading nation such as the United States be less concerned about the public health of its citizens, especially children, than authorities in Europe, Russia, India, and other parts of the world?

The preceding information does not even address the fact that smart meters are two-way communicating devices that can monitor the activity inside your home by communicating with any appliance or device that contains Zigbee technology, putting at risk our security, privacy, and personal safety.  There are definitely Fourth Amendment violations at play with these devices.

Will L P & L Spend $600,000 to Sell Smart Meters to the Public?

At his March coffee, Mayor Glen Robertson indicated that LP & L had $600,000 advertising money they could utilize to educate (propagandize) the public on their perceived benefits of installing smart meters on every home and business in Lubbock.  He indicated that no business or resident or council member could stop this advertising or spending this money if they so desire.

For two years, citizens have been requesting that LP & L be open to public suggestions and requests for cost benefit analyses of smart meters; we have asked that the utility company prove to us that these meters are safe, without health risks from electromagnetic radiation.  We have questioned their ability to surveil our property and constantly spy on our activities, and share our data with third parties.  We have demanded to know who holds the liability when damages, such as fires occur, but the utility company is deaf to these requests.

Now they will be selling us a bill of goods informing us that these meters are safer than a cell phone; they will save us money because we can see when we are using our electricity.  Generally, customers are intelligent enough to know when to turn down the thermostat or use less water.  We don’t need government—city, state, or federal–to literally come into our homes to monitor our habits and control our lives in yet another area.  In an effort to further fatten their pocketbooks, the utility company will be starting time of day billing, wherein customers will pay much higher rates during certain times of day, such as 12 to 4, which will certainly impact persons who work from home, stay at home moms, and the elderly.

Smart meters are being sold as a god-send for the public, but they are being installed to enrich the utility companies and city government.  Consumers all over the world are rejecting smart meters, having suffered costly utility bills, privacy breach, ill health and property damage as a result of their installation.  When L P & L tries to roll these out with their big line of bull, just say “NO,” I want to keep my analog meter.  They may even try to persuade you with cash payment.  Remember, you are not required to accept a smart meter–be SMART and tell others how your utility company is trying to control your life.

Predictions of Global Currency Reset and Discussion of Smart Meter Microwave Technology as a Weapon

Lindsey Williams on GoldSeek Radio speaking with Chris Waltzek on 4th December 2013 talking about a global currency reset that if the Elite have their way will take place within 90 days. He confirms this is not the collapse or a devaluation of the American dollar, but it will cause the dollar to lose its world reserve status. This will be the biggest financial event in the last 1,000 years from the prespective of Pastor Williams’ Elite friends.

Pastor Williams also discusses the main reason for the dumbing down of America is the smart meter microwave technology being installed in every home, implemented to prevent people revolting over what the Elite are about to do with them. Lindsey Williams verified this information with research from Barrie Trower, a former microwave weapons expert.

Lindsey also refers to an IMF meeting held on 9th October 2013, the minutes of which were recently released. The report is called “Taxing Times”.
